 Liaison with and instruction to Federal, state, and local law enforcement agencies continued.  Research into factors regarding law enforcement officers killed is continued.  Research into factors regarding serious assaults on law enforcement is begun.  FBI Hate Crime Program is begun.  This involves defining terms, developing investigative strategies, and a creating a reporting mechanism for Federal, state and local agencies to report hate-related crime to the FBI’s Uniform Crime Reporting Program.
