Mr. Davis received a Bachelor's Degree in the Administration of Justice; and, a Master of Science in Justice, both from the American University in Washington, D.C. His Master Thesis dealt with the evaluation of specialized police patrol. He has completed advanced courses and institutes in management and social sciences with the University of Maryland and the University of Virginia. He is a graduate of the 123rd Session of the FBI's National Academy.
